Living Rivers Ministries is a faith-based ministry committed to sharing the life-transforming message of Jesus Christ and helping individuals experience the abundant life that God has promised.
The name Living Rivers reflects the promise found in Scripture that God’s Spirit flows like living water—bringing renewal, healing, and spiritual vitality to all who receive Him. Our ministry exists to be a vessel through which that life-giving message reaches individuals, families, and communities around the world.
At Living Rivers Ministries, we believe that faith is more than a belief—it is a way of life. Through teaching, discipleship, outreach, and spiritual encouragement, we help people grow in their relationship with God and discover the purpose He has placed within them.
Our work focuses on strengthening the spirit, soul, and body by equipping believers with biblical truth, providing spiritual guidance, and serving communities with compassion and practical support. We seek to create environments where people can encounter God, experience healing, and be empowered to live lives of faith, integrity, and service.
Living Rivers Ministries also partners with churches, community leaders, and organizations to extend the reach of the Gospel and address the real needs facing individuals and families today. Through these partnerships, we work to bring hope, restoration, and spiritual renewal to communities both locally and globally.
We envision a growing movement of believers who are spiritually mature, grounded in God’s Word, and actively impacting the world around them. Our prayer is that every life touched by this ministry will experience the transforming power of Christ and become a source of encouragement and blessing to others.

We believe The Holy Bible, and only the Bible, is the authoritative Word of God. It alone is the Final authority in determining all doctrinal truths. In its original writing, it is inspired, infallible and inerrant (2Timothy 3:16; 2 Peter 1:20-21; Proverbs 30:5; Romans 16:25-26).
We are saved by grace through faith in Jesus Christ; His death, burial, and resurrection.
Salvation is a gift from God, not a result of our good works or of any human efforts

The church is the Body of Christ, the habitation of God through the Spirit, with divine
appointments for the fulBillment of Jesus' great commission. Every person who is born of the Spirit is an integral part of the church as a member of the body of believers. There is a spiritual unity of all believers in our Lord Jesus Christ (Ephesians 1:22, 2:19-22; Hebrews 12:23; John 17:11, 20-23).
To preach the Gospel, equip believers, and empower people to live the abundant life through spiritual growth, discipleship, and Kingdom service.

Bishop Deborah is one of the most influential women of the Bible. As a prophet, Bishop Deborah was said to hear God's voice and share God’s Word with others. Similar to the prophet in the Bible, Bishop Webb is a power and thought influencer. Fueled with a passion to engage with others to educate, equip and empower them to excel in life is by divine mandate. Her bold, authoritative candid style of preaching and prophesying has provoked her followers to pursue a lifestyle of honor, integrity and wisdom. She has prophesied over countless lives and like the prophet Samuel, not one word has fallen to the ground.
With a pioneering spirit and anointing, she has been instrumental in planting over 11 local assemblies through the years of which one she served as the Senior Pastor.
Bishop Webb is more than a Prophet of God; she is a mother to two grown sons, Ricky and Deron; a grandmother, sister, dear friend, praiser, preacher, and prayer warrior. She devotes herself to hours of prayer to communicate accurately to the people of God the word of God. She is respected nationally and internationally and God has again lead her endeavors to plant a new ministry here at Living Rivers.
In her leisure , she loves watching her favorite pastime when in season, football. As an avid Redskins fan, you may find her in "intense dialogue" defending her team!

Pastor Rickey Banner is a native Washingtonian and the eldest son of Prophetess Deborah K. Webb. As a great teacher and disciplinarian, she instilled invaluable qualities in him that established his integrity, intelligence, loyalty, work ethic and sincerity. At the tender age of five, his family experienced a conversion to Pentecostalism and a short time later, Pastor started to become more involved in ministry.
During these years, he also matriculated through the DMV public school systems as well as obtained a bachelor’s degree in theology. Pastor Banner was ordained and licensed as a minister of the gospel in June 1998. The lifelong parental training and discipline he received, were now great tools being implemented to help shape the young minister into an effective servant.
Pastor Banner has served the body of Christ in many capacities to include Armorbearer, Musician, Sunday School Teacher, Youth Chaplain, Youth Pastor, Church Administrator down to the parking lot attendant, just to name a few. As he continued to mature and develop in ministry, it resulted in his elevation as an Elder and Assistant Pastor in March 2001. Continuing in the pursuit of excellence, Pastor Banner humbly accepted his call to the Pastorate. He was consecrated to this office in July 2007.
After several years, Pastor was led by God to serve as an Associate Pastor under the leadership of Bishop Glen A. Staples. Once again, God prepared His servant and commissioned him in October 2020 to open the doors as Senior Pastor of Living Rivers.
This ecumenical, non-denominational church is fully committed to the divine directives of the Great Commission, “Go Ye” and win souls for the kingdom of God is at hand. Pastor Banner considers it a privilege and an honor to serve Gods’ people.
In addition to ministry, he is also an entrepreneur, ardent fan of multiple sports, loves outdoor activities and profoundly enjoys spending time with his family. Pastor is happily married to his wife Liliana and together they share a handsome young prince, Jeremiah.
Only God knows the totality of the great things he has in store for His servant and he is humbled to be chosen and used for the upbuilding of the kingdom which will yield eternal rewards!! To God be all the glory!!
